To compute $$W(\gamma+v, P+v)$$ we first choose a partition $$a=t_0\leq t_1 \leq ...\leq t_n=b$$ so that each image $$\gamma[t_{j-1},t_j]$$ is contained in a sector $$U_j$$ at $$P$$, and then we chose angle functions $$\theta_j$$ for these sector.
Given this, it is clear $$U_j+v$$ are sectors at $$P+v$$ and that the partition $$a=t_0\leq t_1 \leq ...\leq t_n=b$$ also has the property that the image $$(\gamma+v)[t_{j-1},t_j]\subset{U_j}+v$$. Moreover, the function $$\theta^{\prime}_j(Q)=\theta_j(Q-v)$$ is an angle function for the sector $$U_j+nu$$. We then have (with $$P_j = \gamma(t_j)$$):
$$W(\gamma+v,P+v)=\dfrac{1}{2\pi} \displaystyle\sum_{i=1}^n{(\theta^{\prime}_j(P_j+v)-\theta^{\prime}_j(P_{j-1}+v))}$$
$$W(\gamma+v,P+v)=\dfrac{1}{2\pi} \displaystyle\sum_{i=1}^n{(\theta_j(P_j)-\theta_j(P_{j-1}))}$$
$$W(\gamma+v,P+v)=W(\gamma,P)$$
